The UAE government sought to move beyond digitization toward AI-enabled governance with predictive, adaptive, and integrated citizen-centric services. Innovation efforts were siloed across ministries, data infrastructure lacked cohesion, and there was limited cross-ministry alignment on AI strategy and responsible deployment.
Innavera applied a Digital Government Strategy Framework combining international best practices with local context. The engagement began with a baseline analysis of digital maturity across government entities, followed by global benchmarking against leading digital governments including Singapore, Estonia, and South Korea. We mapped over 60 high-impact AI use cases across citizen services and designed a unified 3–5 year digital and AI roadmap. Governance frameworks were developed for responsible AI use, data ethics, and inter-ministerial collaboration, alongside a structured plan to foster a culture of agile experimentation and continuous upskilling.
